Samarinda – In a concrete effort to strengthen the fuel oil (BBM) distribution chain and support energy security programs in the East Kalimantan region, the initial phase of the Palaran Integrated Terminal Construction has officially begun. This strategic step was marked by the holding of a Kick-Off Meeting on March 2-3, 2026, in Samarinda.PT Elnusa Tbk (Elnusa) together with PT Pamitra Jasa Konstruksi (PAMITRA EPC Oil and Gas), incorporated in a consortium, officially held the Kick-Off Meeting for the Palaran Integrated Terminal Construction Project, owned by PT Pertamina Patra Niaga.
This Kick-Off Meeting is a follow-up to the issuance of the Notice to Proceed (Surat Perintah Pelaksanaan Pekerjaan Mendahului Kontrak / SP3MK) No. 009/PPNL00000/2026-S5 dated February 11, 2026, by PT Pertamina Patra Niaga. The meeting was attended by the management ranks and project teams from both parties, including representatives from PT Pertamina Patra Niaga and the Elnusa-Pamitra Consortium.This Fuel Terminal (TBBM) project is executed through a Joint Operation (Consortium) scheme between PT Elnusa Tbk (Elnusa) and PT Pamitra Jaya Konstruksi (PAMITRA EPC Oil and Gas), with PT Pertamina Patra Niaga as the project owner.
Integrated Project for the Energy Future of East Kalimantan
The construction of the New Palaran Fuel Terminal (FT) is designed to become the management center for Gasoline and Gasoil products. This facility will eventually be focused on meeting the needs of fuel distribution to retail consumers, while simultaneously serving as the backbone for industrial supply backup in the region.
This project is not just an ordinary storage facility, but an integrated infrastructure that will be directly connected to the Tanjung Batu Balikpapan Fuel Terminal (TBBM) and the Balikpapan-Samarinda Pipeline system to ensure distribution efficiency.
Modern Integrated Terminal Facilities on Land and River
As a large-scale project, the Palaran Integrated Terminal will be equipped with massive, high-tech infrastructure covering two main areas, namely the Onshore Area and the River Area.In the onshore area, the consortium will build a comprehensive fuel receiving, storage, and distribution facility complex. This includes rows of large-capacity storage tanks for various fuel product variants, advanced pumping and metering systems, as well as an integrated filling shed area for loading into tank truck fleets. In addition, this area will also be equipped with operational support facilities, offices, laboratories, and infrastructure with strict Health, Safety, Security, and Environment (HSSE) standards.
Meanwhile, to support the smooth flow of water distribution, a Jetty or special pier infrastructure will be built in the river area. This modern pier facility is specifically designed to be highly capable of accommodating the berthing and loading/unloading activities of large-capacity oil transport vessels (Oil Barge/SPOB).
Going forward, distribution operations from the Palaran Integrated Terminal will be carried out optimally through two routes, namely loading onto tank trucks for land distribution and ship loading for the water route. With the commencement of this Kick-Off phase, Pamitra together with the consortium is ready to execute this project with the highest quality standards to realize reliable energy security in East Kalimantan.
